Drivers Concerned Over New Vehicle Logbook Requirement for Officials

Drivers employed by various district administration officers have expressed their concerns regarding a recent announcement made by the Chief Secretary and Deputy Commissioner KP. The announcement requires them to maintain logbooks for the vehicles used by Assistant Commissioners and other officials when they visit homes and offices. This directive has raised worries among the drivers as it seems impractical.

The crux of the issue lies in the fact that these officials receive a monthly allocation of 400 liters of petrol for their vehicles, with many of them being PMS officers who possess three vehicles at their residences. This allocation amounts to a substantial 12 to 13 hundred liters of petrol, including the fuel used by the drivers working with the district administration.

Drivers associated with various institutions have a different perspective. They believe that each vehicle is allocated 400 liters of petrol, out of which only around 100 liters are utilized. At the end of the month, these officials and their vehicles receive an additional three liters from particular petrol pump owners. In return, drivers receive cash payments amounting to as much as 90 thousand rupees.

Now, with the new order from the Chief Secretary and Deputy Commissioner to maintain vehicle logbooks, these officials, including Assistant Commissioners, have been instructed to provide a comprehensive account of the full 400 liters.

According to the drivers, they are accountable for the initial 100 liters of petrol in their vehicles, and this information is recorded in their logbooks. However, there remain 300 additional liters for which they must account and pay. This poses a significant challenge for drivers who have traditionally taken cash payments for these surplus liters.

In response to these concerns, Assistant Commissioners, Directors General of various institutions, and drivers working with PMS officers have called upon the Chief Justice of Pakistan and the Chief Justice of Peshawar High Court to address the issue. They seek a complete cessation of the privileges enjoyed by PMS officers to alleviate the situation and make their lives more manageable.
